Wadrobe Makeover?! How should I go?

I am a complete wardrobe makeover, and do not know what to do! I do not want to spend much because I always I feel guilty because I am only 13 and I do not (can not use the word) has a job. I have no benefit either. If I money was to fund my college and my father bought a latte with vanilla (that I owe something to that shipping …), or pay shipping on clothing line (I can pay less than …). So I'm in grade 8 and 13. How many of each shirt you should get, how many types of pants, jeans, cap, etc. How many and what not. What is a decent budget? Most of my clothes do not fit well and are little kiddish. Thanks to all who help. Ten points for best answer.
